If you are using a PTZ camera with a computer then you need this adapter. This allows you to connect the two PTZ control wires to your Window based computer. This adapter connects into a Com port (DB9) on the back of your computer. You do not need this if you are using a keyboard or joystick-like controller. Most embedded DVRs do not have a db9 serial port. They normally have their own proprietary method.
